What a published policy controls
One configuration per property decides what a visitor is asked, where they are asked it, and what waits for their answer. These are the defaults a new property starts with.
Consent categories
Five categories out of the box. Necessary is always active; the rest wait for a choice, and a workspace can add its own purposes beside them.

A published configuration carries up to 60 languages, so the banner a visitor reads is the one their browser asks for.
Every registered capability
The product enforces capabilities by name rather than by tier, so this is the whole list. Availability can still depend on your plan, and a capability can be paused operationally when its status requires it; work already recorded stays readable either way.
